The breaker was tripped for the unit. I checked over the system and did not find any shorts and the capacitors tested good. I started the system and found it was suffering from excessively high starting amperage. I installed an inrush kit to Control starting amperage and prolong the life of the system. The units operating properly at this time.

found oily stains on the condenser coil. I did a leak search and found the unit was leaking on a tube going through the steel plate for the edge of the coil. I displaced the metal plate and braised the leak shut. I charged the unit back to factory specifications and added the missing Freon caps. The unit is operating properly now.
